The study reviews the case of starting a health care clinic in a rural area. The practical nurse, Jennifer Kowal, who intends to find a center of medical assistance in a detached district, is motivated to undertake the project on her own. However, it should be kept in mind that creating any type of public service requires immense professionalism since the undertaking must match the demands of the general law, which regulates the principles of management. Since Jennifer has never been involved in a business sector, she needs to master the basics of rural health care (RHC) functioning. First, the nurse has to identify the location of the center. According to the RHC regulation, a clinic may be situated both in a separate building and within a large facility. The primary consideration, which has to be considered by Jennifer, is the accessibility of the center. Thus, the clinic should be located in an open area, which can be easily approached by the citizens of the rural district. Second, the nurse has to take notice of the requirements for the RHC’s functioning. Mainly, the center has to include a minimum of one nursing specialist and a general practitioner. Moreover, the clinic must be open for visiting 50% of the time. Third, Jennifer must take care of documentation, which would underline the principles of the health care center’s work. Thus, she should develop a service statement, which identifies both in-clinic and out-patient care. Specifically, the direct, emergency, and arrangement services have to be developed. Finally, the manager of the clinic has to get acquainted with the principles of recording the information about the patients and the outcomes of treatment (Tozzi, 2012).
The father of Jennifer, who is a successful businessman, provides her with some pieces of advice on the arrangement of the medical center. However, it must be noted that the functioning of health care clinics differs from the basic business facilities’ work. In the case of public health, the purpose should outweigh the means of sustaining operations. However, some considerations of financial feasibility are quite appropriate, for if the starting RHC will turn inefficient for the manager, the quality of health care may be reduced. Thus, Jennifer has to embrace a Medicare reimbursement program, which regulates public health in rural districts. According to the principles of management, the nurse has to calculate the investments, which underline the cost of revenue. Afterward, it is required to include total payments into the payer category and to match the payment for a visit to the division of payment category and several clients. Therefore, the strategic management of public health is quite appropriate, for it predetermines the quality of medical assistance.
